Job Description
Under the general direction of the Associate Provost for Academic Achievement and Support, administer the United States Department of Education TRIO-funded Educational Talent Search grant, which encourages academically qualified low-income first generation youth in selected target middle and high schools in New Hampshire to complete high school and enroll in postsecondary education. Overall responsibilities include establishing project objectives and delivery system; preparing and submitting program grant according to TRIO schedule; monitoring budget; evaluating and monitoring and modifying program to assure stated outcomes and goals; hiring, training, and supervising program staff; reporting program data; and presenting on the program to local, regional, and national groups.
Responsibilities
- Development of project design, delivery system and modification of project; establish project objectives; identification of target area needs and best practices, including staffing requirements to meet needs; grant writing and securing appropriate external and UNH funding.
- Overall project management. Monitoring project for compliance with federal regulations, developing, overseeing and analyzing staffing patterns. Overseeing student programming such as curriculum development, student centered events such as Jump Into College (a two day overnight event for middle school students), college visits. Overseeing and implementing an internal audit system (includes annual review of all student files and eligibility). Planning and running staff and administration (central office) meetings, regular reporting to USDE-TRIO & UNH.
- Overall staff supervision, including hiring, training, and when necessary, corrective action; evaluating performance. Oversee and suggest general scheduling of advisors in schools; and direct supervision of associate director & program coordinator.
- Design and implementation of data collection system, such as database and other methods of collecting necessary data. Oversee database. Determine what is necessary to gather data for federal statistics, design instrument for collecting such data and collect this from sources such as schools and postsecondary institutions. Analyze data for progress toward project objects. Responsible for meeting project objectives and for data reporting to the federal government & UNH.
- Development, implementation and monitoring of evaluation plan. Determine what needs to be evaluated and create evaluation pieces such as end of year guidance counselor forms and student evaluations. Collect and analyze formative and summative evaluation data to assure project objectives are being met. Formative data is collected monthly by analyzing database and determining if project is making progress toward goals. Summative data is collected at the end of the year by analyzing database and collecting data from schools and postsecondary institutions to assure that project goals are met. Apply evaluation outcomes regarding modifications as necessary.
- Overall budget management including budget development, monitoring and reporting in compliance with USDE-TRIO and University regulations; coordination with UNH BSC and Sponsored Programs.
- Liaison to USDE-TRIO, target schools, UNH, financial aid professionals and EOP community, including publicizing project services, goals and achievements ; give presentations; serve on UNH and TRIO committees; pursue professional development.

Minimum qualifications
Masters Degree required. Five years of supervisory experience and at least seven years of significant experience with TRIO-type programs. Experience supervising staff who deliver academic and related support programs in public school environments, preferably in New Hampshire/northern New England.
Additional qualifications
Demonstrated experience and track record with low income first generation population and experience in overcoming obstacles similar to those of the ETS eligible population. Demonstrated multicultural competence, Skill with data management and federally-funded TRIO compliance and other reporting requirements. Familiarity with computers and programs.
